           Dear Friends,

        This is a report on the movement of establishing ICC (International Criminal Court).

        What is ICC?   The ICC is the first permanent international judicial body capable of trying individuals for genocide, crimes against humanity and war crimes and will be established in The Hague, the Netherlands by mid-2003.   In Yugoslavia and Rwanda, genocide happened and ad hoc tribunal was set up.   On the other hand, ICC is a permanent tribunal.   In Rome, July 1998, the statute for ICC was adopted at the diplomatic conference.   It was decided that if 60 countries ratify the statute, ICC will start.   In Aril 2002, 60th country ratified the statute and ICC started on 1st July 2002.   ICC is preparing basic institutions and staffs.   Member countries are increasing steadily.   On 30 Nov. 2002, according to
"Coalition for an International Criminal Court"
84 countries have ratified the ICC statute.
        But my country Japan has not yet ratified it and even has not signed for it.   So, NGOs in Japan are promoting the ICC movement.   In Japan, related web site is
