I write this letter on behalf of our organization Starlife Friends.This is an international, non-profit organization based in Scandinavia, promoting global friendship, unity and exchange. In particular, we encourage the evolution of the United Nations into a true world parliament. We also encourage the creation of a global identity and global values among people, as an alternative to old national pride.Consequently, we also promote the concept of World Citizenship.

Today, there are many organizations working in the same direction. Some support the United Nations, others want to replace it by a completely new world parliament/government. We have been in contact with several of these groups, primarily those supporting the evolution of the United Nations. We think it is more realistic to build on existing structures, and it will also be easier for the nations of the world to accept it.

In this work we have established relations with groups such as the San Francisco-based Association of World Citizens, which has been building a network of so called World Citizen Centers around the world. Now we are cooperating with the Millennium People's Assembly Network (MPAN), which is coordinating the planning for the unique people's assembly which UN Secretary-General Kofi Annan has called for to take place in connection with the UN millennium celebrations year 2000. They hope this assembly will be made a permanent addition to the old UN in the future. It could be the first step to a world parliament.

The reason for this e-mail is that we also have been discussing the formation of a world party network, or World Citizen Party as we prefer to call it. Several of our international partners in MPAN and other networks have suggested the same thing, and we are preparing to release some information about these discussions. I therefore want to share our views with you, and at the same time investigate if we have some common ground for possible cooperation.

After reviewing your website, I can see that you put a big effort into the structural and practical building of a world parliament. How many seats a certain nation should get, etc. (I know of several groups which have done the same thing.) I don't really oppose this, but I think it is a later question to decide these matters. Also, different people, groups and nations have different ideas how the world parliament structure should be like. These proposals will probably be changed and adjusted hundreds of times before the parliament finally is a reality. There is a risk we will delay the whole process if we get stuck in these discussions at this early stage.

Our proposal, on the other hand, suggest that we form a network of World Citizen Parties in various countries, which focus on the general visions of a united world. Still, a lot of people in the world are doubtful about our proposals, others are opposed to them or simply don't care. Therefore, we believe we should start by sharing our visions, trying to create a world citizen identity among people, giving them new global priorities and values. We must widen their perspectives, reduce old provincialism and make them feel they are a part of the Global Family. If we succeed with that, it will then be much easier for them to accept a world parliament in reality.

I don't know about Japan, but here in Sweden we have reached a situation where the old political parties have no visions for the future at all. We had an election recently, and all the parties just discussed figures and percentages about the economy. (If you have three kids, you get 3.56 % more in allowance than if you have two kids, etc...) But no grand visions about the long-term future at all. No party wants to change anything, and most of the parties seem to have almost the same views, whatever they call themselves. As a result, many people felt bored and simply didn't bother to vote. So we believe a party with long-term visions is exactly what we need here. It would be a stimulating and refreshing factor in the political debate.

Of course, there is a place for structural planning like you are doing too. That is why I think it would be possible for us to cooperate. But when approaching the general public, it will be better to focus on the general idea of a united world. Also, we shouldn't make a stand on every political issue as quickly as you have done. Not everyone will agree on the policy of your party, although they maybe would agree on the general concept. To avoid loosing a lot a members (or votes), we should wait with deciding the policy on other political matters, or at least express ourselves in such words that everone can accept it. We should not write "we support liberalism/capitalism", or "we want to increase/decrease the taxes" or "we want a certain nation to have less power than today". That kind of wording will always offend some people who don't agree. Instead we can make more general stands, such as "we want to create a more fair world" or "more equality among the people". The details we can work out later, when we have gained more support for our cause.

I believe this strategy will turn out to be successful. We in Starlife Friends have many years experience of marketing new ideas and visions. It is important we manage to attract the public, and not only those persons and groups who are already involved. We now suggest the formation of a global administration for a World Citizen Party network. The second step is to contact likeminded people in various countries, supporting them in the establishment of national World Citizen Parties.We also need to look for sponsors and support from public personalities. It is desirable if we can make an official presentation and "opening" of this network in connection with the upcoming United Nations millennial events in 2000. This will be an excellent moment to get publicity.

I hope you will be interested in cooperating with us. There are more people and groups than you can imagine who are interested in the same things we are. In order to get support from as many as possible, it is essential to be open to compromises and to have wide, not to narrow, policy statements which many can support. I believe that together, we can accomplish our goals quicker than separately. Therefore, we welcome suggestions and ideas from both you and eveyone else interested in these matters.
