PREAMBLE

 

 

            We are the World Citizen.  We the people heartily hope for the world peace and human happiness.  We believe that our duty is to establish the world democracy.  Our basic policy is to establish and maintain the World Federation that has the World Parliament, the World Government, and the World Court in it.  Here, the World Federation is a worldwide federation of independent countries, the World Parliament is the supreme authority in the federation, the World Government is concerned with administration in the federation, and the World Court is basically concerned with international problems.

            World Government, that we aim to establish, is concerned with only limited aspects of society.  Namely, in principle, it is concerned with only the administration of military forces, the issuance of currency, and other political and economic problems that individual country cannot solve for itself.  Other aspects of society such as religion, political and economic system like liberalism or communism, industry, agriculture, commerce, science, arts, sports, tradition, and so on are left free to each country.  Politics and religion are divided in the World Party.  Religion is recognized as a private matter and so any religion is allowed in the World Party.

            The World Party has no party member but has one branch in each country.  Branch of each country has party members.  The World Party is the international secretariat of each branch.

            Basic policy of each branch of the World Party must be same as that of the World Party.  Here, basic policy is to establish and maintain the World Federation that has the World Parliament, the World Government, and the World Court in it.  But, each branch may have its own policy.  Therefore, each branch may declare either the liberalism or communism.  Namely, a branch of the World Party in one country may declare the liberalism and another branch in another country may declare the communism.  Politics and religion are divided in branches also.

 

 

          Article 1 Name of Organization

 

            The name of this organization shall be "World Party".

 

          Article 2 Location of Headquarters

 

            Headquarters of World Party shall be located at

          Article 3 Policy

 

            Basic policy of the World Party shall be to establish and maintain the World Federation and tackle the domestic and international problems that individual government cannot solve for itself.

 

          Article 4 World Party Convention

 

            1. The World Party Convention shall be the supreme body of the World Party.  The Convention shall be held once in four years and, in principle, shall be held in different country each time.  If the next convention is held after more than 4 years, it shall be held as early as possible.  The World Party Convention shall be recognized regardless of the number of attending delegates as far as the following conditions are fulfilled.

 

            i. The notice of World Party Convention had been issued at least 1 year before the date of opening.

            ii. The venue is not difficult to access as compared with other venues.  Namely, the venue can be accessed without special difficulty and the visa for delegates is issued without special difficulty.

 

            2. All the matters shall be decided by attending delegates with more than half of total number of votes of attending delegates, except for matters stipulated in this Statute, and in case of a tie, the presiding officer shall decide the matter.  Here, the total number of votes of the attending delegates means the total number of votes of each branch that follows the number of the maximum votes of each branch.  The number of the maximum votes of each branch shall be specified in other part of this Statute.

            3. The Convention shall elect the President of party, elect the members of the Board of Audit, adopt the World Party Declaration, amend the World Party Statute, dismiss the existing branch and recognize the new branch, dismiss the inappropriate registered members, and decide on other matters that are appropriate for the Convention.  However, the President and other Directors shall not be removed by the procedure above.  They shall be removed only by the impeachment that is stipulated in other part of this Statute.

 

          Article 5 President

 

            The President of World Party shall be elected in the World Party Convention.  Term of the Presidency shall be 4 years and the President may be elected for more than 1 term.  If the next World Party Convention is held after more than 4 years, the term shall be extended until the next Convention.

 

          Article 6 Directors

 

           The Directors shall be composed of the President, the Vice President, the Secretary-General, the Secretaries, the Public Relations Officer, the Treasurer, and other Directors appointed by the President.  The President shall appoint and remove the Vice President, Secretary-General, the Secretaries, the Public Relations Officer, the Treasurer, and other Directors.  The maximum number of directors shall be 12, and the President may set up posts of Director and appoint Directors within the limit of 12 Directors.

 

          Article 7 Functions of the Directors

 

            1. The President shall represent the Party, convoke the World Party Convention, the World Party Extraordinary Convention, and the Board of Directors, and shall become the chairperson of the session or shall appoint the chairperson.

            2. The Vice President shall assist the President, and when the President cannot perform her or his functions due to some reason, shall deputize for the President.  When the President has resigned or passed away, the Vice President shall become the President.  The term of office shall be the remaining term of the former President.

            3. The Secretary-General, by command of the President, shall issue instructions to the Secretaries and shall carry out her or his functions.

            4. The Secretaries, by command of the Secretary-General, shall carry out their functions.

            5. The Public Relations Officer shall announce the official statement of the Party.

            6. The Treasurer shall deal with the income and expenditure of the Party.

 

          Article 8 Board of Directors

 

            1. Board of Directors is composed of the President, the Vice President, the Secretary-General, the Secretaries, the Public Relations Officer, the Treasurer, and other Directors appointed by the President.  The Board is convoked by the President.  The Board shall formulate the basic plans for matters such as the policies of the World Party, the budget, the date and the venue of the World Party Convention and the Extraordinary World Party Convention, program of convention, etc.  All the matters must be recognized by the next World Party Convention.

            2. The Board of Directors shall be recognized and resolve all the matters in each case below.  All matters shall be, regardless of the number of attending Directors, resolved by more than half of the Directors present, and in case of a tie, the presiding officer shall decide the matter.

            i - More than half of the Directors are present

            ii - A notice of holding the Board of Directors had been issued by the President through ordinary letter or electric mail or on the Internet, etc. at least 1 month before the date of opening and the venue is not difficult to access as compared with other venues

            iii - Communication among Directors is carried out thorough Internet or other electric communication system, and two-thirds or more of Directors are attending.

            3. The members of the Board of Audit may attend the meeting of the Board of Directors though they have no right to speak.

 

          Article 9 Committee

 

            The President may found committees and appoint members of them when they are necessary.

 

          Article 10 International Secretariat

 

            The World Party shall be the international secretariat of the branches in each country.

 

          Article 11 Branch and Member

 

            1. World Party shall have 1 branch in each country.  Each branch shall be, as far as there is no particular objection, authorized without condition by the World Party.  New branch shall be refused or existing branch shall be dismissed when the World Party Convention resolved that the branch is inappropriate for the World Party.  Relation between World Party and each branch shall be based on customary agreement.  Legally, World Party and each branch shall be independent organizations.  So, no official document shall be exchanged between World Party and each branch.  This is stipulated to avoid the problems that may occur when each branch gets registered with each country.  The World Party shall have branches but shall have no party member.  Branch of each country shall have party members.

            2. Basic policy of each branch shall be same as that of the World Party.  But each branch may have its own policy.  For example, a branch in one country may declare the liberalism and another branch in another country may declare the communism.

            3. Qualification of membership of each branch shall be specified in the statute of each branch.  Member of each branch shall pay member dues to the branch.  Each branch shall pay the party dues to the World Party.  The amount shall be 5% of the revenue of branch.  But this proportion may be reduced according to the increase in the revenue of World Party, and each branch needs not send the party dues when each branch judges that the amount of dues is too small to send.

 

          Article 12 Seats of Branch in the World Party Convention

 

            1. Seats of each branch in the World Party Convention shall be apportioned in proportion to population of each country.  The apportionment of seats shall be implemented and announced by the Board of Directors at least 2 years before the next World Party Convention.  Election of delegates of each branch shall be implemented fairly and transparently.

            2. Statistics on population that decides the apportionment of seats shall be the latest and the most reliable one.  When no statistics on population is available, the Board of Directors shall fix the number of seats on the basis of information available.

            3. Following table is an example of apportionment of seats in proportion to population of each country.

            The number of delegates and the number of votes shall be decided in the way same as the World Parliament that the World Party aims to establish.  The number of delegates shall be basically 1 thousand.  Each delegate shall have, basically, 1 vote and so the number of votes shall be also basically 1 thousand.  A numerical example of apportionment of delegates shall be as follows.

            It is assumed that the world population is 6 billion 829 million and 297 thousand, of which China has 1 billion 345 million and 751 thousand, India has 1 billion 198 million and 3.3 thousand, USA has 314 million and 658.8 thousand, Japan has 127 million and 156.2 thousand, and Assumed Country has 1 thousand.  Total number of delegates is basically 1 thousand, and the seats are apportioned in proportion to population.  So, in case of China, the votes are 197.0556.  Similarly, India has 175.4212 votes, USA 46.0748 votes, Japan 18.6192 votes, and Assumed Country 0.0001 vote.  This is adjusted into integer by rounding up or down the first decimal place.  The first decimal place is rounded up if it is not zero, and it is rounded down if it is zero.  In case of a country that has vote less than 1, the decimal place that is not zero and the closest to the decimal point is rounded up.  In case of China, the first decimal place is zero.  So, it is rounded down and the adjusted votes are 197.000.  So, the official delegates are 197.  In case of India, the first decimal place is not zero.  So it is rounded up and the adjusted votes are 176.000.  And so the official delegates are 176.  In cases of USA and Japan, the adjusted votes are calculated similarly, and the official delegates are 46 and 19 respectively.  In case of Assumed Country, population is 1 thousand.  So, vote is only 0.0001.  In this case, the fourth decimal place is not zero.  So, this is rounded up to 0.001.  So, this country may send 1 delegate with 0.001 vote.  By this measure, all the votes are classified into 4 classes, 1, 0.1, 0.01, and 0.001.  Therefore, the total number of votes is basically 1 thousand, but the actual total number of delegates and that of votes are slightly more than 1 thousand respectively.

 

          Article 13 Registration of Members

 

            1. Members from each branch shall get registered with the World Party at least 1 year before the opening of the World Party Convention.  If this condition is not fulfilled, the registered members may not attend the Convention as the official delegate.  If a member has got registered, renewal of the registration shall not be necessary.

            2. The number of registered members from each branch may be 3 times as many as the number of seats apportioned in proportion to population.  In case of the TABLE - 1, delegates from China are 197, so the maximum registered members are 197 x 3 = 591.  Similarly, the maximum registered members from India are 528, USA 138, Japan 57, and Assumed Country 3 respectively.  However, the vote of a delegate of the Assumed Country shall be 0.001.  From among these registered members, each branch may send the official delegates according to the seats apportioned.

            3. Each branch shall specify the delegates from among registered members by the opening of the Convention.  Specified delegates may not be, in principle, changed until the end of the Convention.  However, if the Board of Directors admits that there is enough reason such as accident or sickness to change the delegates, the delegates may be changed.

 

          Article 14 Votes of Each Country

 

            In the World Party Convention, the vote may not be entrusted to other delegate. The number of the maximum votes of each country shall be based on the number of the theoretical maximum votes.  The number of the theoretical maximum votes shall be got by dividing the number of attendants by the number of attending countries.  In the calculation of the number of the maximum votes, votes less than 1 is not taken into calculation.  The calculation shall be made after all the attending delegates have been registered with the Convention.  The number of the maximum votes of each country shall be decided following 2 conditions below.

 

            i - The number of votes of delegates from each country is the number of the theoretical maximum votes or less.

            ii - Among countries that satisfy the above condition, the number of delegates of the country is the closest to the number of the theoretical maximum votes.

 

The number of the maximum votes of each country shall be the number of the delegates from a country that satisfies the above 2 conditions.  In other words, the number of the maximum votes of each country shall be the number of votes of a country whose number of votes are same as or less than the number of the theoretical maximum votes and the closest to the number of the theoretical maximum votes among the countries whose number of votes is same as or less than the number of the theoretical maximum votes.  An example is as follows.  The country A sends 10 delegates, the country B sends 20 delegates, the country C sends 30 delegates, and the country D sends 40 delegates.  So, the number of attending countries is 4 and the number of attending delegates is 100.  In this case, 100 / 4 = 25.  So, the number of the theoretical maximum votes is 25.  The delegates from country B is 20 and so less than the number of the theoretical maximum votes and the closest to the number of the theoretical maximum votes among the countries whose number of votes is same as or less than the number of the theoretical maximum votes.  So, only 20 members from country C and D are accepted as the delegates.

            Some other numerical examples are shown following the table below.

            i - A case the attending countries are 2.  The number of the theoretical maximum votes of each country is 100 / 2 = 50% of the number of the total votes of attending countries.  For example, as shown in the table above, if the country A sends 20 delegates and the country B sends 80 delegates, the total delegates are 100.  So the number of the theoretical maximum votes is 100 / 2 = 50.  But, 20 delegates from the country A is less than the number of the theoretical maximum votes and 80 delegates from the country B is more than the number of the theoretical maximum votes.  So, the number of the maximum votes of each country shall be 20.  So, from the country B, only 20 delegates may be accepted.

            ii - A case the attending countries are 3.  The number of the theoretical maximum vote of each country is 100 / 3 = 33.333 . . . percent of the total votes.  For example, if the country A sends 15 delegates, the country B sends 30 delegates, and the country C sends 55 delegates, the total delegates are 100.  So, the number of the theoretical maximum votes is 100 / 3 = 33.333 . . . .  So, 30 delegates of the Country B is less than the number of the theoretical maximum votes and the closest to the number of the theoretical maximum votes among countries whose delegates are less than the number of the theoretical maximum votes 33.333 . . . .  So, the number of the maximum votes of each country shall be 30.  So, from the country C, only 30 delegates may be accepted.

            iii - A case the attending countries are 4.  The number of the theoretical maximum votes of each country is 100 / 4 = 25 percent of the total votes.  For example, if the country A sends 15 delegates, the country B sends 20 delegates, the country C sends 30 delegates, and the country D sends 35 delegates, the total delegates are 100.  So, the number of the theoretical maximum votes is 100 / 4 = 25.  So, 20 delegates of the country B is less than the number of the theoretical maximum votes and the closest to the number of the theoretical maximum votes among countries whose delegates are less than the number of the theoretical maximum votes 25.  So, the number of the maximum votes of each country shall be 20.  So, from the country C and D, only 20 delegates may be accepted.

            iv - A case the attending countries are 5.  The number of the theoretical maximum vote of each country shall be 100 / 5 = 20 percent of the total votes.  For example, if the country A sends 5 delegates, the country B sends 10 delegates, the country C sends 15 delegates, the country D sends 30 delegates, and the country E sends 40 delegates, the total delegates are 100.  So, the number of the theoretical maximum votes is 100 / 5 = 20.  So, 15 delegates of the country C is less than the number of the theoretical maximum votes and the closest to the number of the theoretical maximum votes among the countries whose delegates are less than the number of the theoretical maximum votes 20.  So, the number of the maximum votes of each country shall be 15.  So, from the country D and E, only 15 delegates may be accepted.

            v - A case the attending countries are 6 or more.  The number of the maximum votes is calculated in a same way.

By this method, extremely huge delegates of few countries are prevented.

 

          Article 15 Dismissal of Inappropriate Registered Members

 

            1. Inappropriate registered members shall be dismissed by other registered members.  If there is a problem in a registered member, other registered members may object to the membership of the registered member.  When a registered member objects to another registered member, the registered member who objects shall send a document of objection with her or his name and clearly specified reason to the President of the World Party.  The document shall be considered by the Board of Directors and shall be published on the website and in other publications of the World Party.  If the objections reach 5 percent of total number of votes of all the registered members, the Board of Directors shall send, by the name of the President, a notice to each registered member.  In the next step, in the World Party Convention, a motion to dismiss the objected registered members shall be made.  The objected registered member shall not be dismissed when the attending delegates with more than half of the total number of votes of the attending delegates object to the dismissal.  Otherwise, the objected registered member shall be dismissed even if the objections by document are only 5 percent of the total number of votes of registered members.

            2. Even if there is no objection by document, registered members shall be dismissed when the World Party Convention passed a resolution, by more than half of votes of attending delegates, that the registered members shall be dismissed.

            3. After a registered member has been dismissed, the number of seats for registered member of the branch shall be reduced according to the number of dismissed registered members for 4 years from the day of dismissal.  For example, if 2 registered members are dismissed, the number of seats for registered member from the branch shall be reduced by 2 for 4 years from the day of dismissal.  The dismissed member may be registered again after 4 years from the dismissal.

            4. The Directors of the World Party, namely, the President, the Vice-President, the Secretary-General, the Secretaries, the Public Relations Officer, the Treasurer, and other Directors appointed by the President shall not be dismissed by applying this article.  The Directors shall be dismissed by impeachment.

            5. In the process of dismissal in the Conventions also, the maximum number of votes of each branch fixed in other part of this statute shall be applied.

            6. The objection to the registered members shall not be accepted from 3 months before the opening of the Convention to the end of the Convention.

 

          Article 16 Impeachment of Directors

 

            1. Directors, namely the President, the Vice President, the Secretary-General, the Secretaries, the Public Relations Officer, the Treasurer, and other Directors appointed by the President shall be removed by impeachment in the World Party Convention.  Process of impeachment shall be started when the attending delegates with votes half or more of that of the attending delegates resolved that Directors should be impeached.  An impeached Director shall be removed when attending delegates with two-thirds or more of the total number of votes of attending delegate support the removal.

            2. In the process of dismissal in the Conventions also, the maximum number of votes of each country fixed in other part of this statute shall be applied.

 

          Article 17 Amendment of the World Party Statute

 

            1. The World Party Statute shall be amended when a bill of amendment of the World Party Statute has been supported by attending delegates with two-thirds or more of the total number of votes of attending delegate.

            2. In the process of amendment also, the number of the maximum votes of each branch fixed in other part of this statute shall be applied.

 

          Article 18 Board of Audit

 

            1. The Board of Audit shall audit the accounts of the Party once a year.

            2. Members of the Board of Audit shall be elected by the election in the World Party Convention or the World Party Extraordinary Convention.

            3. The member of the Board of Audit shall be, at the maximum, 3.

            4. Among the elected members, the member who has got the largest vote shall be the Chairperson of the Board of Audit.

            5. When there is no candidate for the member, the President shall appoint the members and must get the approval of the Convention.  The term of office shall be 4 years, and the members may be elected for more than 1 term.

 

          Article 19 Budget and Assets

 

            1. Budget and assets shall be composed of dues from each branch and donation.

            2. Fiscal year is from 1 January to 31 December of the same year.

            3. If a branch quits or is dismissed from the World Party, the branch shall lose its right for the assets.

 

          Article 20 World Party Extraordinary Convention

 

            1. The World Party Extraordinary Convention shall be held when the registered members with the votes that are one-third or more of the total number of votes required it or when the President judged that the Extraordinary Convention is necessary.

            2. The Extraordinary Convention shall be held within 3 months from the requirement or judgment of holding the Extraordinary Convention.

            3. As far as the notice of opening of the Extraordinary Convention has been made at least 1 month before the Extraordinary Convention, the Extraordinary Convention shall be valid regardless of the number of participants.

            4. Or, as far as the votes of the attending delegates reach one-third of total votes of the delegates of all the branches, the Extraordinary Convention shall be valid.  In this case, after the registration of attending delegates, the number of the maximum votes of each branch fixed in other part of this statute shall be calculated and applied.

            5. The rules for the Extraordinary Convention and the competence of the Extraordinary Convention shall be same as those for the World Party Convention.

Preamble

Article 3 - Policy

Basic policy of World Party is to establish and maintain World Federation and World Government and tackle the domestic and international problems that individual government cannot solve for itself. As a first step, we are aiming to establish the World Parliament without legislative power like European Parliament.

Article 4 - Supreme Body

The supreme body of World Party is the World Party Convention. The Convention is held once in four years and, in principle, is held in different country each time. The World Party Convention is recognized regardless of the number of attending delegates as far as the following conditions are fulfilled.
1. The notice of World Party Convention had been issued at least one year before the date of opening.

2. The venue is not difficult to access as compared with other venues. Namely, the venue can be accessed without special difficulty and the visa for delegates is issued without special difficulty.
Resolutions of the World Party Convention become effective when more than half of attending delegates voted for it. The Convention elects and impeaches the President of party, adopts resolutions, amends the World Party Statute, dismisses the existing branch and recognizes the new branch, and resolves other issues that are appropriate for the Convention.

Article 5 - President and Directors

The President of World Party is elected at the World Party Convention. Term of the Presidency is 4 years and the President can be elected more than two times. The President appoints directors such as Vice President, treasurer, secretary, spokesman, etc. The maximum number of directors is 12 and the kinds of directors are not exactly specified. President decides the number and kinds of directors.

Article 6 - International Secretariat

As written in the Preamble, World Party is the International Secretariat of branches in each country.

Article 7 - Branch and Member

Article 8 - Vote of Delegate

Each branch can send its delegates to the World Party Convention. The number of delegates is, in principle, in proportion to population of each country. At the Convention, in principle, each delegate of branches shall have 1 vote. This is specified as follows.

The number of delegates and the number of votes are decided in the way same as World Parliament that World Party aims to establish. The number of delegates is basically 1,000. Each delegate has 1 vote and so the number of vote is also basically 1,000. A numerical example of apportionment of delegates is as follows.

It is assumed that the world population is 6 billion 829 million and 297 thousand, of which China has 1 billion 345 million and 751 thousand, India has 1 billion 198 million and 3.3 thousand, USA has 314 million and 658.8 thousand, Japan has 127 million 156.2 thousand, and Assumed Country has 1 thousand. Total number of delegates is basically 1,000 and the seats are apportioned in proportion to population. So, in case of China, votes are 197.0556. In this case, the first decimal place is zero. So, it is rounded down and the adjusted votes are 197.000. So, the official delegates are 197. In case of India, the first decimal place is not zero. So it is rounded up and the adjusted votes are 176.000. And so the official delegates are 176. In cases of USA and Japan, the adjusted votes are calculated similarly. In case of Assumed Country, population is 1 thousand. So, vote is only 0.0001. This is rounded up to 0.001. So, this country can send delegate with 0.001 vote. By this measure, all the votes are classified into 4 classes, 1, 0.1, 0.01, and 0.001.

But, if a country which has 100 votes sends only 50 delegates, the votes are 50. This is because 1 delegate can have only 1 vote. Namely, the vote cannot be entrusted. The maximum number of vote of individual branch is up to 20% of total votes of attending delegates. For example, if the total votes of attending delegates is 500, 500 X 0.20 = 100 votes are the maximum votes which each branch can have.

Election of delegates of each branch must be implemented fairly and transparently. Delegates from each branch must get registered to the World Party at least one year before the World Party Convention. The number of registered delegates from each branch can be three times as many as the number of official delegates. For example, if the number of official delegates of a branch is 10, the branch can register 30 delegates to the World Party. From among these 30 registered delegates, the branch can send 10 delegates as the official delegates. In case of the table above, registered delegates of China are 591, India 528, USA 138, Japan 57, and Assumed country 3 respectively.

By the opening of World Party Convention, at least one year must have passed since the registration of delegates. If no objection is stated against the registered delegates for one year, the delegates can attend the World Party Convention as the official delegate. After the delegates have been registered, each registered delegate can object to other registered delegates if there is any unfair practice or other problems. The objection is submitted by document with reason clearly specified to the World Party. In this case, the objector's name must be specified. If registered delegates are objected by other registered delegates whose total vote reaches 5% of the total votes of all the registered delegates, they must get the recognition at the World Party Convention. For example, in the table above, registered delegates of China are 591 and each of them has 1 vote. So, they have 591 votes. In case of Assumed Country, registered delegates are 3 and each of them has 0.001 vote. So they have 0.003 vote. At the Convention, if the attending delegates pass the resolution that the objected delegates are recognized, the objected delegates can remain the registered delegates. In this case, abstention is not counted as the vote of attending delegates. For example, the total votes are 201 when the votes in favor of the recognition are 100, the votes against the recognition are 99, and the abstentions are 2. In this case, 100 votes in favor are less than 50% of the total votes. But the abstentions are not counted and so the total valid votes are 199. So, in this case, 100 votes in favor are more than 50% of total valid votes. Or the objected delegates can remain registered delegates by getting recognition from other registered delegates who have more than 50% of the total votes of registered delegates. In this case, the recognition can be got by getting the document for the recognition from registered delegates. Therefore, in this case, recognition by document can be got without relation with the Convention and the resolution at the Convention is not necessary. The objection to the registered delegates is not accepted from three months before the World Party Convention to the end of convention.

Article 9 - Budget and Assets

Budget and assets are composed of dues from each branch and donation. Fiscal years is from 1st April to 31st March of next year. If a member branch quits or is dismissed from the World Party, the branch loses its right for the asset.

Article 10 - Board of Directors

Board of Directors is composed of President, Vice President, treasurer, secretary, spokesman, etc. The Board is convened by the President. The Board decides matters such as budget, date and venue of World Party Convention and Extraordinary World Party Convention, program of convention, etc. All the matters must be recognized at the next World Party Convention. If necessary, President can found other boards or committees and appoint the members of it.

Article 11 - Extraordinary World Party Convention

Extraordinary World Party Convention is convened when one of the following conditions is fulfilled.
1. More than 30% of total votes of World Party Convention required it. Here the total votes is that of existing branch.

2. More than 30% of branches required it.
When one of the above conditions is fulfilled, Extraordinary World Party Convention must be held after more than 1 month which is the preparation period and within 6 months. Rules for the extraordinary convention are same as those for World Party Convention.
