Dear Sir,

I am afraid of surprising you by writing a letter suddenly. But I am carrying on the work of establishing the World Government. I have opened a home page on the Inter Net and put my paper. Here I enclose the paper. I would like you to read it. Basic thought is to make international parties for the World Government. International party in each country has common policies on the World Government. Basic policy is to conduct an election to elect the representatives for the World Government, and the number of representatives is in proportion to population. It fights the election insisting its policy for the World Government. After it got the power, it conducts the election. As written in the paper, we will need international party for the world government. The movement of international party will not occur immediately, but I would like you to understand the thought and remember it. And I hope collaboration in the future work.

And in my site, there isan article Toshio Suzuki ''World Government Movement in Japan.'' I enclose it also. I would like you to write all article under the title ''World Government Movement in India.'' I will publish it on my home page.

The international Institute for Non-aligned Studies which is making its humble contribution for the resolution of the problems of the third world countries would extend all support for the cause you have created the WORLD GOVERNMENT INSTITUTE and would like to convey best wishes for the realisation of the goal for which you have started this global movement.

In fact much of the problems of the world exist because of the borders which have no relevance for a common person who is interested only in the daily needs of life. Much of the rivalries which exist in this world and because of which billions and billions of dollars are spent on armaments is a wasteful expenditure which can be utilized for the welfare of mankind. The world would definitely a better place without borders.

How better this idea can work and enjoy support from all parts of the world would depend upon how much this idea spreads in all parts of the word. You have rendered a commendable service by creating a web site on the Inter Net and with this the idea will spread and interactions from all parts of the world would help you in crystallising the idea and giving it a practical shape.

As desired we shall make our humble contribution by writing a paper on ''WORLD GOVERNMENT MOVEMENT IN INDIA". It may take some time as this would require interacting with different people and understanding their perception. Your paper will be the basis for such interaction

I am afraid of surprising you by sending a mail suddenly. My name is Toshio Suzuki. I am living in Japan. I knew your organization from the Internet, from both "The Grassroots World Government WWW Site, http://www.worldgov.org/index.htm " and "World Constitution and Parliament Association, http://www.cruzio.com/~tim/wcpa/ ."
I would like to inform you that I have a home page for the establishment of World Government which is shown above. This is a private institute dedicated to the establishment of World Government.

Basic thought of this institute is written in the paper Toshio Suzuki, "International Party for the World Government," which is in my home page. Your constitution "A Constitution for the Federation of Earth" is cited in this paper. The basic thought is to establish the international party with headquarters party in one country and a branch party in each country. The basic policy of party is to conduct the election to elect the representatives to the World Parliament. And the number of representatives from each country is in proportion to population. This international party fights the election insisting its basic policy in each country and, after getting the power, conducts the election.

I am sending this letter to world government related organizations in the world. I have already received some replies. They are shown in Toshio Suzuki "World Government Movement in Japan," which is also in my home page. Progress of work of this institute is written in this page. I envelope above two papers.

The movement of establishing the World Government will not occur immediately. This plan is on the stage to get understood by people. I would like you to understand and remember this thought. I expect collaboration in the future.

Dear Mr. Suzuki:
Thank you for your letter of 30 Jan. and information on your proposal on ways to get world government by elections to the World Parliament.

You had, I am glad to see, obtained some information on the Constitution for the Federation of Earth and our program of action from internet sources.

I am glad to see your substantial report on some details of the Constitution for the Federation of Earth.

I believe, however, that you are missing some of our information.

To enlarge our campaign beyond the World Constitution & Parliament Association, we have more recently organized the Global Ratification & Elections Network, which is constantly expanding to include more organizations. By now, more than 1,000 organizations in 115 countries have joined the campaign for ratification of the Constitution for Federation of Earth, and election of delegates to the World Parliament, beginning with the Provisional World Parliament. We are now organizing the 5th Session of the Provisional World Parliament for March, 1999, under Article 19 of the CFE. Delegates will come primarily from the participating organizations in GREN.

I take note of your unique proposal to conduct elections to the first sessions of the World Parliament by two political parties. While we agree that the election of delegates to the World Parliament needs to be a focus of action, I suppose that more than 2 political parties would want to participate when such elections come into reality. There is a book which lists information about most of the political parties in most countries. Perhaps the election to the world parliament can be made a lively political issue for many of these existing political parties to take up soon.

In view of your interest to work actively to achieve federal world government, outside of the U.N. dead end, I would like to invite you to join the Global Ratification and Elections Network, as a way for you to join forces with others working for the same objective.
Unfortunately our active contacts in Japan are presently scarce. Perhaps you can help remedy this deficiency of participation from Japan?
