World Party was founded in February 1998 in order to establish the World Parliament and the World Federation. World Federation is the federation of the independent countries. World Party is composed of branches in the world. World Party Statute and World Party Declaration were adopted at the World Party Convention. The branches are listed in the Branch List of World Party. This site is administered by the World Party Japan. Major policies of the World Party are as follows.

Respect for the United Nations

As we can know from the bombing on Afghanistan after the terrorists attack in USA in September 2001, and from the invasion of Iraq in 2003, USA, the most powerful country in the world, does not respect the United Nations. We can say that the respect for the United Nations is the first step to the world democracy.

Mahatma Gandhi Initiative

Mahatma Gandhi led India to the independence by the policy of Non-Violence & Disobedience. This policy is applicable to the present situation of world politics. Nuclear states are dominant because of their military power. But non-nuclear states need not rely on the military power. Non-nuclear states can unite and apply sanctions against nuclear-states. For example, non-nuclear states can put high tariff rate barrier against nuclear states. Or, they can boycott the products from the nuclear-states. Like this, non-nuclear states can, by uniting together, insist on their opinion against nuclear-states. So this policy was named, with respect for Mahatma Gandhi, "Mahatma Gandhi Initiative". Of course, Mahatma Gandhi Initiative is applicable not only to the nuclear states but also to other militarily or economically powerful states. For example, if some countries attack other countries without resolution of United Nations, products from those countries should be boycotted or trade should be restricted by tariff barrier by the Mahatma Gandhi Initiative.

Establishment of World Federation

Basic benefits from World Federation are as follows.

1. World Federation can reduce or prevent the war. This will lead to the reduction in death and wound of people by war, in the destruction by war, and in the military expenditure.

2. World Federation can issue the international common currency. This will lead to the removal of fluctuation of exchange rate.

3. World Federation can provide employment to all the people. This will lead to the eradication of poverty.

For further explanation of these benefits, see the World Party Declaration. Thus, establishing the World Federation is a political policy but at the same time it is the most effective economic policy. Especially, these benefits are important for developing countries.

The policy of World Party is based on the paper "International Party for the World Government". This thought is modified in "World Parliament Statute" and "Constitution of World Federation". In "International Party for the World Government", the World Parliament is under two-chamber system. But in "World Parliament Statute" and "Constitution of World", the World Parliament is under single-chamber system. For more detail, please read each document. Following policy is a modified one from "International Party for the World Government". Basic policy is to directly elect the delegates of each country in proportion to population and send them to the World Parliament. The World Parliament is under single-chamber system, and the house has basically 1,000 members.

It is assumed that the world population is 6 billion 829 million and 297 thousand, of which China has 1 billion 345 million and 751 thousand, India has 1 billion 198 million and 3.3 thousand, USA has 314 million and 658.8 thousand, Japan has 127 million and 156.2 thousand, and Assumed Country has 1 thousand. Total number of delegates is basically 1,000, and the seats are apportioned in proportion to population. So, in case of China, votes are 197.0556. In this case, the first decimal place is zero. So, it is rounded down and the adjusted votes are 197.000. So, the official delegates are 197. In case of India, the first decimal place is not zero. So it is rounded up and the the adjusted votes are 176.000. And so the official delegates are 176. In cases of USA and Japan, the adjusted votes are calculated similarly. In case of Assumed Country, population is 1 thousand. So, vote is only 0.0001. This is rounded up to 0.001. So, this country can send 1 delegate with 0.001 vote. By this measure, all the votes are classified into 4 classes, 1, 0.1, 0.01, and 0.001. Therefore, the total number of votes is basically 1,000, but the total number of delegates and that of votes are slightly more than 1,000 respectively. Thus, this policy is to get the support of people by electing the delegates from each country in proportion to population. This is based on the thought that only the support of people can establish and maintain the World Government.

Election of delegates of each country must be implemented fairly and transparently. New members must get registered to the World Parliament at least 1 year before they attend the World Parliament for the first time. The number of registered delegates from each country can be 3 times as many as the number of official delegates. For example, if the number of official delegates of a country is 10, the country can register 30 delegates to the World Parliament. From among these 30 registered delegates, the country can send 10 delegates as the official delegates. In case of the table above, registered delegates of China are 591, India 528, USA 138, Japan 57, and Assumed country 3 respectively.


Process to Establish the World Parliament and the World Federation

The World Party in each country fights the election insisting on its main policy and, after getting the power, it will enact the law for that and conduct the election. For example, in Japan, if the World Party gets the power, it will enact the law, conduct the election, and elect 57 members and register them to the World Parliament. On the other hand, if the World Party gets the power in USA, it will elect 138 members and register them. Even if the election is conducted in only 2 countries, it can form a part of the World Parliament. Other countries can join later. Thus, a part of the World Parliament can develop to the entire World Parliament.

The World Parliament on the early stage is a consultative assembly without the legislative power. This is similar to the European Parliament. So each country and region remains independent and has no duty to follow the decision of World Parliament. So, even if China and India collaborate, they cannot rule the world. If this World Parliament works well, it will be vested with the legislative power and enact the Constitution of the World Federation. Like this, from a part of the World Parliament, it will become the true World Parliament. The members registered from each country and region must be those directly elected by people. So, even if a country under dictatorship register the members without election, they are not treated as the registered members. In this case, they can be treated as observers. In these days, most countries and regions send representatives to Olympic Games. So it does not seem impossible to send the representatives to the World Parliament.

World Citizen Network

World Government Institute is an institute to establish the World Parliament and the World Federation. World Party is, so to speak, an action section of the world federation movement. On the other hand, World Government Institute is a discussion and theory section. World Citizen Network is a network for individuals and organizations that support the establishment of the World Parliament and the World Federation.

World Government Institute is publishing a journal Voice for World Government. Situation of world government movement in the world is introduced. This journal is inviting your opinions and articles. They will be published in this journal. This journal is revised sometimes and sent to world federation related organizations in the world. Information such as news, schedule of movement, etc. are shown in World Citizen Gathering.

Our basic movements are

1. Our members stand for the election of the members of National Parliament of each country.

2. We promote the movements of establishing the World Federation by holding the World Patty Convention or committee.

Establishment of New Branch

Basic process for establishing a branch that has the statute and the President is as follows.

First of all, the Statute of branch must be established. This is done by writing a draft of the Statute and holding the Convention of branch after contacting all the members. The draft must be adopted in the Convention of branch.

Needless to say, the branch statute must not contradict with

If the branch statute is adopted, following things are possible.

1. Elect the President of branch
2. Collect the membership due
3. Member of the branch stands for the election of President of the World Party in the World Party Convention.

Needless to say, basic policy of each branch must not contradict with that of the World Party. In other words, basic policy of each branch must not contradict with
World Party Declaration
which was adopted in the World Party Convention

Votes of Branches

Important point is that delegates for the Convention must get registered with the World Party at least 1 year before the Convention. Members already on the branch list of World Party need not be registered. They are already registered. As written in the statute, the number of delegates is also important. Total number of delegates is basically 1,000. The number of delegates from each branch is in proportion to population. This calculation is shown in the Branch List of World Party. For example, the world population in 2011 was 6,950,737.8 thousand. On the other hand, the population of Bangladesh was 150,494.0 thousand. So, seats apportioned to World Party Bangladesh is 21.65. The first decimal place is not zero. So it is rounded up to 22.00. So the seats are 22. Twenty-two delegates multiplied by 3 is 66. So, 66 members can be registered. From among this 66 registered members, 22 members can attend the Convention as the official delegates.

Furthermore, there is an important condition. If there is a problem in a registered member, other registered members may object to the registered member. When a registered member objects to another registered member, the member who objects shall send a document of objection with her or his name and clearly specified reason to the President of World Party. If the objections reach 5 percent of total votes of all the registered members, the President shall send the documents to each registered member, and a motion to remove the objected registered member shall be made in the Convention. In the Convention, when the attending delegates, with more than half of the total votes of attending delegates, object to the removal, the objected registered member shall not be removed. Otherwise, the objected registered member shall be removed even if the objections by document are only 5 percent of total votes of registered members. This part is stipulated in the World Party Statute.

Type of Members

As shown in the Branch List of World Party, members are classified as follows.

A. Registered with the next World Party Convention and paid-up as a member of each branch of World Party.

B. Registered with the next World Party Convention but not paid-up as a member of each branch of World Party.

C. Not registered with the next World Party Convention but paid-up as a member of each branch of World Party.

D. Not registered with the next World Party Convention and not paid-up as a member of each branch of World Party. Or, name is not publicized. But address needs not be publicized.


Third World Party Convention

World Party Convention shall be held once in four yearns. The First World Party Convention was held in Ghana in August, 2011, the Second World Party Convention was held in October, Bangladesh in 2015, the Third World Party Convention will be held in 2019, and the Fourth World Party Convention will be held in 2023. In the Third World Party Convention, members from the World Party Ghana and the World Party Bangladesh will be invited. If anyone in World Party wants to organize the Convention, please write to the headquarters. As written in the World Party Statute, the Convention is approved regardless of the number of participants as far as the Convention is noticed at least one year before the Convention and the venue is not difficult to access as compared with other venues. The venue for the Third World Party Convention must be decided by the end of 2017.

The most important object of the World Party Convention is to adopt the World Party Declaration.

The Editor (President of World Party, Mr. Toshio Suzuki), wants to bring up young leaders. The Editor has a vision that the World Party will exist 1,000 years after. If the World Party exists 1,000 years, it will be a common sense in the world. So the President wants to bring up young leaders. The President declared that he will not stand for the presidency in the election of the Third World Party Convention if other members stand for the election. When a member stands for the presidency, her or his branch must have the statute of the branch and must have the President of the branch elected following the statute. For example, when a member of the World Party USA stands for the election of the President of World Party, World Party USA must have the statute and must have the President who were elected following the statute. World Party Japan Statute is an example of the statute of branch.

Furthermore, committee can be held anytime. President of World Party will go to the country where a committee is held and discuss with people there.

Book for our movement is Soul Federation. Also e-Book is available from this page. "World Parliament Statute" and "Constitution of World Federation" have been written. They have not been completed, but basic thought is shown.This constitution is not based on the division of three powers, the legislation, the administration, and the judicature. World Parliament is the supreme authority. World Parliament appoints and removes the President of World Government and the judges of World Court. For the detail, please see web pages.
